1998 Dodge Caravan Engine will not start

I have a 1998 Grand Caravan, engine 3.3L. It has 190,000 miles on it. U-Haul had installed a tow package with brake controller wiring 6 years ago, that had melted recently close to the battery. So I took it to them and they replaced the melted section. Also, when the original damage occured (wiring melted), another cable had also been cut. This one connects to the top of the engine and is hollow (I think it is the cruise control cable). U-Haul mechanic didn't realize that this cable was hollow initially, but found it was hollow after sniping of the melted ends. Since he could not patch it back up, we left it as it is.

After leaving U-Haul, noticed the van steering seemed to be difficult as soon a I started driving, especially turning right. Now the van will not start. Starter doesn't turn at all.

What can be the problem?

I think either the wiring is not right or it may have been a vacuum line that was cut. Have it properly serviced by a qualified dealer to restore it to it's original condition. Or call U-haul, and tell them that as you left, the van started running bad and now doesn't start.
They will figure it out or pay for this repair.
