1997 Dodge Caravan cruise control

My cruise started acting up by only working ocasionally. Now it does, nt even turn on. What do you think it could be?

Does the horn work and do u have an air bag light on
yes its for sure the clock spring
if not I will still suspect clock spring
and if so it had been recalled
have your VIN # ready and call the dealer ask them if still covered
