Electrical problem
1997 Dodge Caravan 6 cyl Front Wheel Drive Automatic 200k miles

Fault.
Car completly DEAD. Will not start.
Hi/Low beam relay buzz when Hi/low bean switch is engaged. Also when Hazard switched is engaged.
unplug Wire harness to hazard/hi/low and wiper control. Buzz goes away but car will still not start.
All fuses and relays check out via multimeter.

Relay buzzing is on both interior power distribution and main fuse block in engine compartment.

pulling my hair out on this one.
Any help is appreciated.

What is battery voltage at terminals? Voltage at fuse box?

12.6 v at the battery
unknown at the fuse box at the moment
looking at the starter solenoid as a possible culprit
