Before replacing the switch, have you checked the fuses under the hood?

Yes sir I checked all the fuses in both places. They are all good. So I took apart the dash and removed the switch box to the haedlights cheched the leads with a test light and still no lights although the park lights were coming on so Iwas skeptical that the switch was out. The only other device connected to this circuit is the high and low beam switch on the steering colum blinker switch, so when I moved it back and forth the lights came on, but only stayed on if I held it back at first, But after moving the H L beam back and forth a couple time they stayed on and continuid to preform correctly with the in dash light switch. But if I hit the hi low beam they wouldnt work until I moved the H L beam switch. Now I dont thik you are supposed to be able to turn the Hlights on and off with the H L beam switch with the indash Hlight switch on. So Im thinking ther is a short in the H L beam switch, but they work great if you dont touch the H L beam switch. My Q is is this the way they are supposed to preform?

No, it sounds like the high beam switch is bad.
