Did they steal my catalytic converter and put it on their car

I came out this morning after the weekend and my car's exhaust has been sawed off where the catalytic converter is supposed to be. I know, catalytic converter theft is a thing. However, there is another beater 2002 Accord parked right next to it. Some trashy looking people who live at the trashy apartments next to my house, have been tinkering with it all weekend. Their garbage car has been up on jacks the whole weekend. A neighbor said they saw them working on their car at 2:00 am Saturday. It's circumstantial evidence. The only way to prove it is if a neighbor or CCTV saw. But in your opinion, is it likely that this exhaust was just worked on? The thieves cut off my pipe right past the flex pipe leaving the flex pipe on my car. I would assume they unbolted the cut off part from the connection on my piece. And just bolted it on theirs. So has it been fixed recently on these pictures? This is their car, for clarity. Looking at the bolts it doesn't look like they were moved as they are rusted and corroded with no obvious wrench marks but the only real way to tell would be to try taking the bolts out and see if they come apart easily. Before I did that I would talk to the police and let them look things over and ask those questions.
