Diagnois codes manually

Here is a guide that will help with this. Clearly it is telling you to jump A to B but if you have no terminal in B the I believe B is the ground. Try jumping A to a known good ground.

Then turn the key on and see if the light flashes. If this doesn't work then we can figure something else out. Thanks

Are we sure this is an OBD1 car? GM made a nice little thing in 1995 commonly referred to as OBD1.5. It has the same connector as OBD2, but won't respond to an OBD2 scanner, and the jumper wire trick that worked on OBD1 models doesn't work either. You have to find a mechanic with a scanner for OBD1 and OBD2 cars as they will communicate with it.

If I recall correctly those are equipped with the oddball OBD 1.5 for that year with the 3.1. For it you need a scan tool that can handle both the OBD I side as well as the limited OBD II coding as it will give 4 digit power-train codes. Some of the modern scan tools can read it with an adapter but it's better to find an older unit that was actually around at the time as many of them claim to read OBDI but actually don't. The Snap-On MT2500 (the brick) the OTC Genisys, the Tech 2 are three that I've used that can work on that car. Most are very reasonable on the used market just be sure in the case of the brick that you get the correct GM cartridge to cover from about 1992 thru 1998 or so.

Of the tools I mentioned the OTC and Tech 2 have the software in them and don't require a cartridge to work. Just the correct adapter. However they are usually much more money even used.

Let us know if you need more assistance but unless I am not understanding your response properly, we may not be on the same page. Steve is saying that you need a specific scan tool to pull codes on this vehicle due to it having a "combination" of OBD I and II so a scan tool is needed.
