My wife's leganza is have an issue. The speedo and rpm's will drop to zero, go back to various spots, then drop back to zero, and stay for long periods, then back to normal. This happens at random and without warning. The odometer and fuel guage will not move while this is happening. I called the local dealer (75 miles away) that has a deawoo trained technician, anyway they said that it sounded like the whole cluster is going bad and I would need to replace it. Does this sound like what is happening? Or could it be something else?

Problem does indicate a possible fault with the meter cluster but it could be something that can be repaired, though not done by the dealer as they would only replace the unit.

It could be a loose wire connection or bad printed circuits on the meter cluster. The former would not solve the problem permanently even if the meter cluster is replaced, it might for the time being but sooner or later it would return once the bad connection resurfaces. You would have to located the source of the problem to be able to rectify and it might take a long time as there are many possible locations.

The latter would require someone with knowledge of electronic component repairs to handle.
