The brake pedal switch was replaced by my mechanic. Still does not work. Did not want to spend much more money for a 20 year old car with 265,000 miles without getting more information.

When you engage cruise, the light will come on, but the cruise does not work. When you press the brake the cruise light on the dash flashes. Any ideas?

Have it scanned for any trouble codes in the cruise system? The description sounds like there is a problem in the cruise control module. A scan may show you more. A generic scan tool may not be able to read that module.

My mechanic did the scan and could not find any error codes. His scanner is pretty impressive. He tried every which way to scan the module and would not let him in.

That would be what I would be afraid of. A failed module won't talk on the network. From your description it sounds like it has failed and not being able to see it with a scan tool sort of confirms it. Replacing it should make the cruise work again, but it's your choice.
