Cooling fan not turning

My Volkswagen Polo 1.4L it suddenly does not start. I need to jump start it get it started. My mechanic says I need to change new battery so I changed yesterday then it works fine, but I found out that the cooling fan is not turning, I travel twenty miles per day going work and coming back home. The temperature needle is in the middle. So I am confused as to why the cooling fan is not moving? Thank you!

The fan does not run all the time unless the air conditioner is on. It is regulated to only come on when the temperature is above normal and that will only happen in slow traffic situations. Here is a wiring diagram so you can test the fan motor to see if it is working.

Also check fuse #38 and #3 this powers the fans.
