coil packs not firing

A South African assembled car has got both coil packs not firing. After mechanics did an engine overhaul, there initially was a weak spark at the HT cables which was intermittent and then deteriorated into this no spark. Ignition current is omnipresent there at the coil packs. what could be the problem, and what needs to be done? This is very urgent please. Thank you.

There is a EFI relay that sounds like it is bad, here is a wiring diagram and a guide to help you get the problem fixed. Check for power at the coils and ECM.
