Does not start with replacement cluster, does start with old cluster

I bought this car and the cluster was not working. I bought a secondhand cluster and put it in. The cluster is working but now the car does not want to start. Put the old one back and the car starts and drives. Is there something I am doing wrong? Help please.

I am attaching the replacement procedure just to make sure you are not missing something.

However, I suspect we have a possible theft issue so does the theft light remain on with the new cluster installed?

We need to then check the codes and make sure there are no codes with the new cluster. Here is a guide that will help with this:

Once we know what the codes are we can determine next steps.
