When I turn the heat up, the fans don't push air out, they stay off. When I accelerate though, heat pushes out the vents, but the fans still don't turn on. The faster I go, the more air pushes out from the engine. Not a thermostat. Fuse? Fans? Blower motor? Wiring? I'm not sure but my passengers have definitely kicked that bottom panel down.

Have you tried to wiggle the connector to the blower motor with it running to see if it starts running or stops running?
