Chrysler no start Mini van

I have a 1995 chrysler mini van caravan 140,000 on a rebuilt engine 3.0litre engine. Now my problem is this my wife went out van worked fine she came home and we were going out that evening and nothing except the starter whinning and this was it. So I took the starter in and they said it was fine so the person that checked it had doubts so I just bought a new one reman actually anyway after this was installed nothing still the whinninh like it wanted to go but after a few turns it just seemed that the only thing that was turning over was the starter. I have spark I have fuel because after I crank it a few times I smell fuel and I hear the buzzing at first when I crank it so the fuel pump is working. Now I was wondering if the starter relay would do this? And if so where is this relay? Or maybe something else I cant get codes out of it because I have removed the cables when I threw this new starter into it but the wife said it was running fine before and then like I said when we went to go out that night just the starter was whining and wouldnt start. Thanks for any help here.
