1996 Chrysler Town and Country lockup converter controls

Van acts like converter in lockup at all times. Put in any gear fw or rw and motor gets stalled out. You can drop in drive and take off with chirp, but not good idea. 3.8 w/4spd auto.
put van on stands, and it goes smoothly up and down through gears and reverse just fine until brake is applied enough to totaly stop wheels, then stalls.

how do I isolate cause? Would seem start point would be to disable lockup electonic at trans but Alldata files not clear. Valve Pack, Speed Sensors, TCM?
Is the converter lockup control solinoid part of main pack?
will secure snapon scanner to see if trans codes present. Any thoughts appreciated

Sure sounds like the TCC is stuck/locked up. Mitchell isnt much clearer, but it does look like it is in the solenoid pack on the side of the trans. Once you get a real scanner on it, you should be able to tell if the TCC is the problem
