Hello I have a 2002 sebring and when I brake it pulls back at me. When I start my car it accerlates pretty high. I was wonder what is wrong and if it is any expensive fix.

"when you push the brake it pulls back at you" do you mean that the pedal pushs back or becomes stiff?
That sounds like the power brake booster or vacume problem which could cause the engine to rev.
As for the engine rev it could be the throttle position sensor or sticking throttle cable. If you can locate the throttle cable, spray a little wd40 or rub a little oil on the cable up to the cable housing(do this with the motor off and cold) then get in the car and pump the gas pedal three or four times, then start the car. Push the gas pedal a few times and see if it returns to normal idle.
