1999 Chrysler 300 6 cyl Front Wheel Drive Automatic

my rear wheel has seized up onto the hub and rotor. How can I get it off?

Do you mean the wheel itself will not come off? If so, safely lift the vehicle, remove the lug nuts, and use a piece of wood to protect the inside of the wheel and smack it off with a hammar. Aluminum wheels have a tendency of corroding on to steel.
