why are my windshield wipers staying in up position when they are turned off?

OK. Locate the Black 48-pin connector C201. It is mounted on the left side of the steering column near it's base and has a bolt whic holds it together.

Turn the ignition switch to RUN position and the wiper switch to OFF position.

Disconnect connector C201 and observe wipers. If wipers park (goes to proper place when turned off), replace wiper/washer switch.

Disconnected pin connector and turned key on and wipers off. No change.

The problem lies with the wiper crank arm, not lining up with the park tab. This part connects the wiper motor with the transmission.
