1994 Chevy Truck four wheel drive not engaging

The transfer case is engaging the front drive shaft is spinning but the wheels are not I replaced the 4x4x accuator today it is working but the front axle is not engaging there is no noise in the front end so I dont believe that it is internal there is one more plug on top of the diff but I dont know what it is

What you're Saying is not making any sense, the axles may be moving, due to oil circulation. It does not mean it's engaged, remove the actuator and put it in four-wheel drive manually, you can take a screwdriver in the whole and manually put the front end in four-wheel drive, do that and let me know what happens.
