1988 Chevy Truck Truck won't start in cold weather

My son truck will not start if is colder then around 30 degrees outside. We have replaced the starter, plud and the serpentine belt. But it still will not start when it is to cold out. What could the problem be?

Wont turn over or wont start? Need to check for 12volts at the small wire on the starter if it wont crank. We will have to go from there

It will turn over it just won't start. But it started yesterday and today but of course it is about 50 degrees outside as well.

Then we need to know what is missing when it wont start. Spark, fuel pressure or injector pulse.
