blower will not turn off even with switch off and motor not running key out

Automatic or manual HVAC? Motor goes off when key is off? If yes then most likely faulty fan switch. What speed is it running?

Motor seems to be running at a low speed when engine is off and key is out. It also does not run on high when it says it is. Not sure what you mean about aoutmatic or manaual

Maybe blower relay under right side dash near motor. Relay puts motor in high fan. Do you have a vole meter?
