Electric windows not working

I have a 1994 Suburban 4x4, 350, 160k miles. Two issues. First, the power windows all stopped working. If I pull the fuses and reinsert them, the windows will work for a very shortwhile, but then they will quit again. I have narrowed down that one fuse on the panel gets very hot, and when that happens it appears to short out and drain the battery. This battery drain has happened maybe 3 or 4 times in the last 4 months. The fuse this happens to is one of the two silver fuses (someone told me it's a circuit breaker?) And it will get so hot that it would burn you. I'm assuming a short somewhere? When I pull that breaker, I cannot find anything other than the windows that does not work.
Second issue is that it does not shift into 4x4. No indicator light, and no sign that 4wd is engaged. I was viewing them as separate issues, but is it possible they are related at all?
