4 wheel low WILL NOT ENGAGE

When I am on pavement the 4 wheel low WILL NOT ENGAGE. Must I be on dirt or sand before it will engage? I can drive in 2 wheel high; it drives in "automatic", I can shift it into 4 wheel high, but it will not shift into 4 wheel - it reverts back to 4 wheel high.

What is the problem/

This has to be a problem with the actuator on the transfercase. It is electric. When you push the button, it sends power to the actuator. What you need to do is check to see if there is power to the actuator when you shift to 4lo. Have a helper switch it to 4lo while you check for power to the actuator. If you get power, then chances are the actuator is bad. You can remove it to check if it is working properly.
