Does the 91 Suburban have shift solenoids?

Can these cause the transmission to hesitate between shifts from overdrive down?

Highway speed with cruise on and encounter a slight grade: Tranny shutters, just a very light touch to the gas pedal shifts down. At top of hill shifts back up to overdrive, but any light grade will cause the above mentioned shuttering to happen again.

It has shifting solenoids-when was the last tune-up a badly needed one will caused the transmission to react differently -last tranny service-fluid level and condition okay-could also be a sensor such as the TPS and VSS.
