I have a 1999 Chevy truck 4X4 with a 350 and 59K miles on it. Latley my wipers will periodically stop when in operation. I can here a buzzing noise when they stop. The wipers completely stop moving and do not return "home" when powered off. They are delay wipers and it happens in any mode I select. If I tap on the motor and plug sometimes they start working again. Do I need to replace the motor?

Yes, you need to replace the motor. Also check when you remove the motor that the wiper transmissions are not catching. If the transmissions are catching then they will need to be replaced also.
