The engine turns over, but it sounds like timing is off. It turns rough and wont start.

Have you checked timing? Is the check engine light on? When was the last tune up? Have you checked for vacuum leaks? Fuel pressure?

I have checked the crankshaft positioning sensor and the camshaft positioning sensor, both have voltage readings but they seam to be unstable. I have not checked timing or for vacuum leaks beacuse it won't start. I don't know if the check engine light is staying on because the engine wont start. I have not checked fuel pressure but I know the fuel pump is coming on and it sure does not seem like a fuel problem.
