1995 Chevy Silverado rear brakes

I come to a complete stop but the back tires keep spinning and try to push the truck forward only when I'm stopped on the snow or ice. Is this the adjusting screw ?

I'm not sure I understand. When you hit the brakes, the tires spin or skid?
