It is either the gauge or the sender in tank.

To test gauge, disconnect connector at tank, gauge should go to empty. If it does not move, then gauge is bad, if it goes to empty than sender in tank is bad.
These have to be replaced as an assy (pump, sender) and are usually not cheap ($200 or more).
