why is the fuel pump stayen on when the truck is complealy off (with n key in it) an even when the realy is pulled out too olny off when you unplug the battry

Are you sure it is the fuel pump?If you pull the relay and it still runs, the wires would have to be melted together in the relay block for it to still get power. Try unplugging the ABS relay and see if the noise goes away. Sometimes the ABS unit will stick on causing the ABS motor to run
