1996 chevy s10 fuel pump wont kick on, driving car stalled at stop light, new pump, amp meter on power for fuel pump reads 7 volts ran fine until this thanks for any help.

7 volts isn't correct. However you need to measure it in the first two seconds after you turn on the key. That is when the ECM turns on the pump. After that the oil pressure switch keeps it on.

Check the pump relay and it's connector. They have a bad habit of melting.
