Susan, ask your guy if he did in fact have the battery unhooked for this job. Is he able to check the fuel pump relay with a voltmeter?
Adding a new electrical part without unhooking the battery first causes confusion in the computor. Unhook for about 10 to 20 mins. After rehook, turn key on but do dont start for at least 30 seconds, then turn key rest of way to start engine. This will give your computor time to go through all electrical systems and sensors.
Good luck,
