I teyde to put a new fule pump in and the rod is stuck up how would I get that down?

You probably mean the rod dropped down and is stuck by the plate. You need to take the plate off or grab the rod with a pair of needle nose pliers and move it up towards the cam. If you put a little grease on it after you have it free and push it to the cam it should stay there while you install the fuel pump.
