battery voltage 12.8, sterter trys to kick in acts like low voltage. When it does kick in motor turns over about 10 times and sterter quits. Does not try to fire.

Take teh starter to an auto parts store and have them check to see if it is ok. While removing the starter look at fusible link wires and see if one is burned up. If it is then get another at teh auto parts store and replace it.
