I have a 96 monte carlo with about 150000 mile and the v-6. When I start it up first thing wheather it is cold or warm outside the rpm run up around 2- 3 grand. The only way to get it down is wait a min or 2 then shut the car off the resart it. Then the rpm run about 800

I had the same problem recently. Chances are it's your Idle Air Control Valve, which takes in air when your car starts and idles. If your IAC is malfunctioning, it will take in too much air, making the car rev high, or it'll make it rev really low so the car won't even idle. Oddly enough, it sometimes works fine. That's probably why yours works if you restart it. This is a common problem in Monte Carlos. Replace your IAC Valve and it should be fine.
