No starter

98 malibu wont start when turn ignition. Only makes a click sound. (Wont turn) Headlights and dash lights come on. Would it be my starter or altenator?

First check voltage in battery, battery might not have enough juice to start the car but it will still run lights and other electronics, after that I would check the starter
