my question is when im driving my car it pulls back like its holding back was wondering if it was the fuel filter

IF it is the fuel filter than I would expect your pump has been damaged from trying to push fuel through a blockage.

IS the Check engine light on?

Does it also resist in reverse. Stuck brake?
