2000 Chevy Lumina not starting in cold weather

I have been having some trouble starting my car in cold weather. We replaced the battery because jump starting it got it started and so we figured that was the problem. This saturday the temp was around -15 to -20 and very windy, wind chills around -40 to -50, it had a brand new battery in and it still wouldn't start. It turns over, but I don't hear the fuel pump come on. My dad checked to see if the engine was getting any gas and it was not. We were thinking maybe the fuel pump, filter or a frozen fuel line. What is your opinion?

When you turn key to On you should hear the fuel pump come On for 2 secs. Check the fuel pump relay and fuse. And report back we got a long way to go-BTW do you have a fuel pressure gauge?

The mechanic said they checked and the fuel pressure is fine. The pushed it in the garage and got it to start. When we were trying to start it you could not hear the pump at all, there was nothing. They couldn't hear the pump either. They are trying putting it back outside in the cold and trying to start it later, hopefully to find out what is wrong.
