When first starting it up fires and runs not a knock or lifter sound, completely quite. After driving it then stopping an shutting off the car, upon starting it again it acts like it is flooded. It cranks an fires only to sputter and choke then dies. At first it was only at uphill angles now its everytime I start then shutoff for any giving amount of time. The check engine lite is coding a PO401 Insufficient Flow. All the symptoms for that EGR dont say anything bout starting just running.

Injector o rings could leak fuel into the combustion chamber. I hear to unflood my lumina you can fully depress the gas pedal for a few seconds before starting it or sumthing like that (id quote it but my manual is a work.)

I have to correct some misinformation you have been given here.

There is no way that fuel injector O-rings can cause fuel to get into the combustion chamber.

The injector itself can be defective and not shut off but that would be effecting one cylinder only. You want to pull the vacuum line off the fuel pressure regulator and see if it has any fuel in it. If so, replace the regulator.
