RPM does nont exceed 3000

While I have my 2001 chevy cavalier on park I rev the engine and the rpm does not go over 3000 rpm when it hits 4000 it goes back and forth between 3000 and 4000 as if wants to turn off I replaced the throttle position sensor because the computer said that was the problem but it still continues to do the same thing

There is no problem, this is a safeguard, its called a rev limiter, while in park or neutral the engine will not exceed 3000k rpm it cuts out two cylinders, its made that way, thats why its that way so people dont over rev them
