2004 Chevy Cavalier headlights clouded

We just bought this car for our 16 yr old daughter. The headlights are clouded over, we tried cleaning them, but nothing works. It cost to much to replace them. Is there some kind of cleaner out there that will clean that off? Or some mixtures we can use?

Most autoparts stores carry kits that clean the lens. They go for about $20 or so.

It is also possible that there is water getting in lens, in which case you would have to clean and reseal lens.
