Radio come on, but the car itself won't crank?

When I try to start the car, all of the interior displays, lights, radio come on, but the car itself won't crank. A friend looked at it for me and said that it may be somewhere in the steering column. Does this sound like a bad ignition? I know it isn't the starter itself, but not sure what the problem could be.

I'd check the circuits at the crank relay. Terminal A16 is hot all the time. Terminal B16 goes hot with the key in the start position and is wired through the neutral switch, for automatic. I'd still have to make sure the battery has a full charge and the connections are good.
