2001 Chevy Cavalier RPM's runs high and slow to go down

2001 Chevy Cavalier 140000 miles

I have a 2001 Chevy Cavalier Z24 (manual). With in the last two weeks I have noticed the RPM's when I start it jump to 2000 and slowly drop down to 1500. It used to idle at 1000 and now idle's at 1500. I have also noticed that the RPM's after stopping take a long time to drop down. And while dropping down it will stop at 2000 and stay there for a few seconds then drop to 1500. Any idea's what could be wrong and is it an expensive fix?

Clean out the idle air control valve and see what happens.
