The car has gas, oil, water. Drove 20 miles or so picked up child from day care it was slowing down on its own within 5 mins on residential streets. Came to a stop. Started but goes off within 10 seconds or so
tried it this morning still didn't start!
What could it be?
Is there a kill switch or shut off switch on this car?
Is the fuel filter part of the fuel pump on this car?

The fuel filter is on the fuel pump, and there is one inline.

The one inline shouldbe changed, but since you say 10 seconds then turn off then chances are the fuel pump is bad as a restricted filter will not let the vehicle run then die off. Perform a running fuel pressure test.
