1998 Chevy Cavalier fuses keep blowing

I pulled the 10 amp fuse for the cluster out and it was good went to put it back and it blew. Tried several times same results. Disconnected the neg bat cable and same results. If there is a short, then why didn't it blow before I took it out? What else can I check.

Could be bad wiring at the fuse box itself, when you wiggled it a bit removing fuse it could have moved the damaged wire(s) around. Inspect the wiring at the box as well as at the component(s) that the fuse is for.
