checking with snap on scanner reving up engine normal timing advances 15 degrees if I put a load on
the engine and floor the gas petal valves clatter and
timing advances 31 or 38 degrees. 15 degrees seems
normal to me. Also I have replacer timing chain and
gears and tensioner.

Original motor?

Couple thoughts and questions on the noise (unless I am not reading this correctly that this is the concern.)

Sounds more like a mechaical problem, not powertrain management issue.

Did you use a stethescope to narrow down the likely area of clatter?

Is the clatter always there? Is it worse when it is first started or only present on revving the motor?

Did you also replace the guides while doing the chain?

Post a link to your other question if it is relevant to this and I'll look at it.

IS there a performance problem or is this just a noise concern?

Plugged oil galleys is my suspicion, but I am not sure I am reading you correct.
