1994 Chevy Cavalier Overheating

My car has been overheating even when I drive around town. I do not see any anti- freeze leaking. My radiator fan is not turning on but I dont know where the fuse is to replace it. Could you please tell me why my car is doing this and where that fuse is located?

Check and test fusible link C blue color at the starter motor solenoid

All the fusible links are hook up to the starter
