1994 Chevy Cavalier can't get brakes to work

We replaced the brakes and the rotars. And even the brake lines and can't seem to get the brakes to come back. Have bled the lines to make sure there was no air in them and still nothing. Any ideas of what may casue this problem. Oh yea we also changed the wheel cylandar also.

If there's no actual leakage within the brake system do below again. Hows the wheel cyclinders sometimes they leak and its not gonna show on the tire/rim

Bench bleed the master cylinder then do all the wheels RR/LR/RF/LF again-continues
