my heater mont blow. Ive looked at the fuse box and it has a few empty spots. NOt sure which is for the blower

Check all the fuses with a fuse tester, IF OK, then it is either the switch inside or the blower motor.
You can test blower motor by disconnecting blower motor connection and make a connector to connect to battery, if blower works, then the switch inside is bad.
