1991 Chevy Caprice Not sure

My car won't pass inspection. Horn doesn't work, never has, except for a few times tried. Not sure why. Brake lights weren't working but it depends on where the steering wheel is positioned.
Unable to use bright lights, they won't come on. When you pull turn signal back to turn them on, it doesn't click.

Purchased car from used car dealer long time ago. They had replaced air bag because it deployed. Wondering if some wiring is all messed up when they put bag back in.

Air bag light is illuminated.

Welcome to the forum. With the horn, the problem is usually, the wiring in the steering column, but, you can check the circuits at the horn relay, should be under left side of instrument. You can also use a jumper to run voltage to the horn connector, use an inline fuse, see if horn works.

The lower brake lites and turn signal use the same bulb filament, not at the same time. May need a new turn switch? You can also check the voltage circuits at the brake switch.

Don't fool with the steering column without disarming the air bag.
