91 Caprice Classic lights (high and low) and turn signals and flashers will not turn on

I start the car but no lights i've chang the realaybut still nothing, there is a harness on the colum that appears to be melted and every one tells me I can't get the harness I have to replace the steering colum its self

Call a gm dealer parts department and see if they still make a service connector for the switch. They may or may not. If not, then get one from a junk yard and change it over.
