1991 Chevy Caprice Car won't accelerate !

I have a 91 Chevy Caprice 145000 miles. Whenever I get on the freeway and mash the gas the speed won't go pass 60 mph it losses power and it starts to lose speed. I take my foot off the gas and mash slowly, it starts to pick up speed once again. The check engine light comes on for a second and cuts back off, changed fuel filter and put fuel injector cleaner in the gas tank, still the same results.

Next thing to perform would be an exhaust backpressure check. You can do this with a gauge in one of the O2 sensor ports. Another way to rule out plugged exhaust is to either remove the oxygen sensor(s) and drive it, or disconnect the exhaust pre-cat and drive it. It is going to be loud, and make sure the hot exhaust is not exiting on something that could be compromised.
